Correct, in theory. If you can use Instant Web Publishing to see data in the databases, then you know that (a) the databases are open and (b) Lasso is running and (c) Lasso can see and talk to the databases. Used to be, that was all you prayed for. Nowadays, however, there's an additional level of complication: Dreamweaver needs to be able to talk to Lasso. I don't really have a clue what's involved here, but obviously it's fairly tricky.

These things are for a Higher Power to understand, I'm afraid. Your FileMaker database could be corrupt (rare, but it happens). But you may just be experiencing the same thing that's been going around -- bugs in the Config Wizard.
I will say that I myself have had no problems with either FileMaker or 4D databases since downloading the latest service pack or hot fix or whatever it is (the latest version) of Lasso Studio for Dreamweaver. If you don't have the latest version, I'd suggest that you download and install it.
If you *do* succeed in creating a snapshot file, stop what you're doing and rename it immediately. After that, you will only need to load that file in the future. It provides all the info that Lasso Studio for Dreamweaver needs to work and you won't have to have either Lasso or FileMaker running to work in Dreamweaver (although of course you'll need to have them running to test your pages...).
